"Helen said: "It is important to root out waste in individual programmes, but we will only succeed if we look at the underlying patterns and problems. There are recurrent issues, including in large information and communications technology projects. For example, in past years the Rural Payments Agency and tax credits were a problem, and this Government are now running into similar issues with universal credit."

"We will continue to see a big political debate about the appropriate size and scope of the public sector, but where we have consensus is on the importance of effective and efficient use of public money. Everyone wants the taxpayer to get good value for money."
